NEW YORK (Reuters) – U.S. investors celebrated New Year's Eve believing lawmakers had finally gotten together inside a last-ditch effort to avert the "fiscal cliff." For a time, it appeared Tuesday's deliberations inside the Home of Representatives will be the equivalent of the rough hangover. Members of Congress uncomfortable with a deal brokered between Senate Republicans as well as the White Home threatened to scuttle the deal, that might have hit Wall Street hard following its rally to end 2012 about Monday. …
